The capacity of the cartridges is based on the TDS (Total Dissolved Solids) of the water supply. As an example, the TDS for Bristol is around 500-600, which is quite high.
In this case, for a C114 cartridge you would only expect to produce around 18L to 22L of water before exhaustion.
