Are acids and alkalis neutralised when absorbed by these spillage granules?

 

Answer

No, strong acids would need to be neutralised by using anhydrous sodium carbonate powder on the spillage / spillage granules. Strong alkalis would need solid Citric acid to neutralise the spill.
